Africans are not ripe for democracy (Jacques Chirac) at a time when African countries were moving steadily towards a political system driven by the ideals of democracy. For better or for worse, Africa has changed course in a large majority and democratic principles are now on the palaver tree on the continent.

But the issue of good governance does not follow a linear evolution as we are in Cameroon, Benin and Zimbabwe.
