A smooth running of an organization requires an effective management that involves planning, rigorous implementation of the tasks to achieve desired results.

As in most organizations (structures) privates or publics, Results Based Management (RBM) is a management method adopted in most cases.
Indeed, this method consists of five components namely:
• Strategic planning;
• Operational planning, programming;
• Budgeting;
• Monitoring and evaluation;
• Accountability.
Thus, the RBM begins with a strategic planning phase defining a future vision of the organization, its target audience, mission and key performance indicators.
