IERPE is conducting an ex-post evaluation for the PASTR II on behalf of the Dutch embassy and in partnership with the Center 4 Evaluation and Development at the University of Mannheim and PARTICIP.

The PASTR II or "Programme d'Appui au Sous-Secteur de Transport Rural" (Rural Transport Sub-Sector Support Program) first ran from 2012-2013. Currently, the project has begun its second phase from 2014 to 2017.

The goal of the PASTR II project is to contribute to economic growth and reduce poverty by improving transportation and mobility in rural areas of Benin. The project aims to achieve this goal through the periodic maintenance and development of rural roads, the commissioning of public transport projects, and lastly by improving capacity building of involved actors.

The ex-post evaluation will assess the relevance, effectiveness, efficiency, impact and sustainability of the program and propose recommendations for program improvement and future implementation.
